In general, the blank page is the symptom of a PHP syntax error.
Check if you have a "error_log" that would give you more detailled information on the error.
This will help you know what is missing and where the problem is located.

Perhaps you have a permission issue somewhere that cause this error.

I am seeing something similar.

I installed JMS 1.2.33 in Joomla 1.6 Beta5 and it shows a successful installation.

Then when I go to Administration | Components | Multi Sites and click on any menu entry I get a popup window asking me to download 'index.php'. It's like there is some type of mime error.

Trying to download yields a 0 byte file.

The only error in the error_log is:
[Sat Jul 31 17:29:14 2010] [apc-error] Cannot redeclare class jcachecontroller

Not sure what that error is but the rest of my sites all seem to be working without any problem.

Hi, I tried many things and notthing, but after read again the joomla installation documents, I saw that when you send files of installation to server can cause some data corrupt, pay attention for this. Other problem can be the configuration of FTP Layer.
Sorry by my begginer error, heheh.
After these things, its all Ok, i my case was not a problem with joomla Multisites.

Perhaps you should check the upload_max_filesize parameter.
JMS is now more than 2M and perhaps you server does not allow to upload such big file.
You can check this parameter when you go in Joomla / help / system information / PHP information
Search for the parameter upload_max_filesize

If this is the case, you can either try increase the size or
unzip the JMS distribution in to temporary directory on your server that will be used by the "installation from a directory"
For example:
- create a temporary directory ....../tmp/jms
- unzip the com_multisites_V1.2.x.zip into ...../tmp/jms
- Go in Joomla / extension / install / Install from a directory and put the full path ...../tmp/jms
