This mean that you probably have a problem of permission to allow creating the files in that directory.

Verify the ownership of the files and folders.
Also verify the permission of the files and folder.

I highly suspect that you have your server that is using a owner "apache" or "nobody" to access the files and folders.
Perhaps you can try using the Joomla FTP Layer to use the FTP user to install the file.
