My issue is trying to make 8 duplicate sites of one master site but have the content be exclusive (different and editable) to each duplicate site but the design will remain the same. We want the SQL structure to be one database file with all subsites having different table prefixes.

You have to create a JMS rule to replicate the website and depending if you want to have separated Joomla templates (themes), you will have to use the JMS template / folder "templates" action = "special copy" or "copy" or "special copy" + template folder = {deploy_dir}/templates.
