For sure this is permission problem.

If you have the hello.txt and hello.php that your "index.php" does not work this mean that there is a difference in terms of permission.
Check the owner, the group, ... of those files.

As you don't give the real URL, I can not check anything.

You have to compare permission, owner, group between the "hello.php" and the "index.php".

hello.php has 644 and is owned by root:root
index.php has 644 and is owned by ftpuser:www-data (I changed it to root:root, but did not get access)

At the difference of what you say in your previous post, the "hello.php" and "hell.txt" does not work.

So try to put the 777 on the hello.txt and hello.php to check that you have the correct path.

After that, check the owner.
If you have the owner "root:root", perhaps that your apaches ??? has not the appropriate privilege.
This is the reverse that you have to do.
You should give to the hello.txt and hello.php the same user than the apaches (perhpas your ftpuser:www-data but I have a doubt). It seems that you have here the ower of the FTP user that you have used for the transfer of the files.

If you put root, in fact you protect the file against it access.
A normal user like apache can not access a root file.
This explain your permission problem.

So start to make the hello files working in aim to discover the permission, owner and group that you have to use.

I can tell for sure that "hello.txt" and "hello.php" is working. They have the same permissions as the "index.php".

So I can not see anything.

For sure, there is a different between the hello.php and index.php but I can not tell you which one.
