Create 23 slave site is possible.
If you want to share the same front page, between all the websites, this is possible with the "Article Sharing for JMS".
Concerning the logo, you have different solutions that depends on the joomla template that you are using.
So templates have the logo specified by a custom HTML module. So in this case, you have to change the custom HMTL in each slave.
Other templates give the possibility to configure the templates by a parameter.
Other are using a class hardcoded in the CSS. In this case, you can change the path present in the CSS to give a new location that is specific for each slave site.

- Concerning the search, this is not clear.
We have a "Multisites Search plugin" that allows you select in each slave site which are the sites that must be scanned for the sections, categories and articles (in case of Joomla 1.6 - categories and articles).

- If you clone an existing website, you don't need the "Joomla installer".
