Will the other sites in my shared site group continue to function if:
1) A slave site goes down?
2) A Master site goes down?

And
3) If I share the vm tables and an admin does something bad in a slave site will it damage things in the other sites that share vm? (I assume it will)

What do you mean by goes down ?

If you are hacked on the master website, all the website will be hacked as you share the same PHP code for all the websites.

If you "goes down" mean put a website Off line, only the webiste will be offline.

If you share something, that mean that affect ALL the website that share this information.
Sharing mean only present once and therefore if you change this information all the website have this new information. SHARING mean that the information is present ONLY ONCE. (No replication and no syncrhonisation).
