What is the purpose of the 'owner' that you associate with each website? You still need to log into the website as 'admin', so I don't understand why the website gets associated with a local user.

Can someone explain?

This is the user that is used for example by apache to access the file or create files.
On Windows platform I think you have to look on files or folder security properties.
When runing apache under Windows, I don't know what are the security associated to the files and folders created. Have a look on the security of the files and folders present in /multisites directory. This will give some indications.
