So,
If I understand correctly.. I should setup an admin user/password combo for my template site. Then, if I don't enter a password and select 'admin', the new website will have admin as the username, and the default password I chose for the template site.

Is this correct?

It will select the first "Super Admin" user that generally is the login "admin" if you have not renamed it.
