FYI, there is no manual installation procedure as the patch installation consists in the update of existing files and apply PHP code modification.
Doing that manually suppose that you have to edit each files to patch, search for specific pattern and replace,insert, delete the patterns by new code.

So the only solution is to check the permission that we know is not always easy and depends on the security of your hosting server and how it is configured.
